That is why we talk about a cycle in PCM. Often policies exist and projects must fit a certain program or government policy. But What Is a Project?
A project is always temporary. A project therefore has a start date and an end date. A project usually starts with a project idea. A project idea is usually about realizing a significant change. The change can be solving a problem, making use of an opportunity, or realizing an ambition.
Pre-Project Stage
It is not wise to put a lot of effort in designing a project based only on an idea. If the project is to solve a particular problem in an existing organization or setting, it is important first to do a thorough problem analysis. You don’t want to solve the wrong problem!
Realizing an ambition or making use of an opportunity requires having some rough idea of a business case. Usually, you don’t want to end up losing money or not meeting the aims of your organization!
In other words, you should be doing some thinking already before deciding you want to embark on a project.

Project Stage
Once a project has been identified it will go through different phases:
1. Start
2. Design
3. Implementation
4. Monitoring
5. Closure
6. Evaluation
Each phase must be completed successfully before moving to the next phase. Only then the project can be successful. Often a project requires outside funding, and a financing proposal must be written to request the needed funding. Implementation must wait for the approval of the financing proposal by the donor.
How it is done
A project must be implemented in a methodological way. Different methodologies exist. We use the Logical Framework Approach (LFA). LFA is a widely used method for project management. LFA makes you take all relevant aspects into account. The Log Frame is the ultimate result of LFA and summarizes the project in a matrix, called the Log Frame.
Projects often require donor funding. It is therefore important to know that the use of LFA is required by many donors.
During project implementation different types of formats will be used depending on the project. Formats used can be existing formats or formats specifically designed for the project.
